Abstract

In recent years, higher education in Iraq has faced a number of challenges, most notably the severe shortage of material supplies, including equipment, laboratories, books, and scientific references, due to the economic blockade that Iraq has been subjected to since August 1990, in addition to the migration of Iraqi talents abroad as a result of the low standard of living for university professors. . The admission policy adopted by the Ministry of Higher Education and Scientific Research in accepting all graduates of preparatory studies in Iraqi universities and the Technical Education Authority, regardless of the absorptive capacity of those universities and institutes, also constituted another challenge that had negative effects on the level of quality of university performance in Iraqi higher education institutions. In addition to this, there are rapid scientific and technical developments that have occurred in the world and the inability of these institutions to keep pace with them due to the scientific and technological blockade, which has created a gap between the quality of university performance of these institutions and their counterparts from Arab and foreign universities, which requires measuring this gap by relying on comprehensive quality standards.
